DC/Marvel Rest of the world rumble

By act of Q all American born heroes and villains are removed from the marvel hide and DC earth. Which nation now has the superpower edge assuming they go at it with all their heroes and villains fighting for said nation. Can either Marvel Canada or Marvel UK aviate the now DC hide which now has no American born heroes and villains?re: Ask this question since reading WW #14 where DC Canada seems to undergo no native heroes of their own and actually asks for back up from the US DoMA and they displace two POOWERLESS agents. As a Canadian that's just plain embarrassing.
Isn't Superman American? I thought the whole "birth-matrix" thingie meant that technically he was born in Kansas thus by birth he's an American. Looking at DC. I don't evaluate there's more than 20 non-Americans and this drops even further if you factor out the Aliens (not born in America but not born on Earth either... Martian manhunter the new gods. The GLC aren't really Earth-based though. Same with Orion. And Aztek is dead. The Spectre's entertain is American. IIRC. Carter and Kendra were reincarnated as Americans (I evaluate) and color Adam's entertain Theo Adam was born American (last I checked anyway).
Spectre destroys them all in the blink of an eye. He is a mystical being that chooses a host. If Americans are out he simply chooses another host. And Teth Adam is merely an Egyptian transported through space and measure to the modern world.

Ignoring aliens:For react we comfort have Namor (although he's half-american so maybe he goes too) Doom. Magneto. Wanda. Quicksilver (say that the OP stipulated american *born*) Nightcrawler.... Also react has a WHOLE BUNCH of discarded former Soviet villains. (There was an entire anti-avengers team at one inform that included Perun the slavic God of the Sun) They also undergo Atlantis the Inhumans etc etc.
